Because then Ukraine was gathering troops to attack Donbass. And he tried to prevent that, he didn't want military action. But NATO simply did not take it seriously and did not enter into negotiations. Then Putin decided he would have to strike first. No attack was planned, nothing to do with Hitler's attack on Poland.
Ukraine cannot make peace decisions at all. Such decisions are made in Washington. We will fight to the last Ukrainian.
