Cloud seeding has been publicly done in small areas by small aircraft for decades and have some redeeming value in that they do help to cause rain where and when it is needed. Its different from chemtrails, which are a general poison designed to harm people, animals, and the environment, and are delivered by large, high altitude aircraft.
That said, this video is bogus. The wing tip tanks are factory and are for fuel. Notice how new the placard looks. They used an office label maker to write what they wanted for the video.
The exhaust nozzle doesn't have any spray apparatus inside. Its only 8-10" long. There's nothing hidden.
The switch is sticky taped in place, is brand new, and out of reach of the crew.
The aircraft is staged for sale. There's no other reason for the table setting.
Plus the financials described wouldn't pay to operate the aircraft.
