Most preppers start with a bug out bag. Then realize they will need more to sustain them if chaos lasts more than a few days. Then comes canned goods, beans, and rice.
Eventually everyone who sticks with it becomes a farmer.
But this leaves you vulnerable because you have to stay in one place and marauders want your stuff...
Then comes community for protection.

After community comes shared culture to keep cohesion. Growth continues until philosophical fractures split the group.
