Cruising Altitude: 68,400ft (~13 miles)
I've seen these many times over the Continental US and even the Virgin Islands area. Seeing one up over Hawaii is a first. At this altitude they can see everything in and around the Hawaiian Islands.
Note: These don't show up on ADS-B with the MIL filter on.
