I could be wrong but I find it hard to believe the arsenal would be left like that in a civilian occupied area and not in a container close by.
Do they expect this guy to ask them their name and give them the key?

I believe she said she was asked to show them to a secure room in which they unloaded the crates. She was told she would be instructed at a later date to open the small parcel she was given to hold onto.
I can’t vet this however, I don’t think the information she is giving should be discarded either. The immigrants given the visa & cell phones told to wait for further instructions comes to mind.
