Wouldn't that say he is looking for commercial or business enterprises only, so all they have to do is claim they are personal use and be allowed? No idea, but that is what it suggests to me!

Facebook, or other Social Media sites, would be the "Commercial" company if they are allowing it to exist right? They're a private "for-profit" company, one of the biggest in the world.
