I'm playing with BING's AI a bit ago and asking questions regarding the IRS. As there is no law that compels one to file an income tax return, it is stated that the IRC (Internal Revenue Code) is used to punish. The IRC is compiled by various "LAWS" (If there are any) created by Congress. The IRS is the collection agency for the IRC. BING claims the Supreme Court upholds the IRC and it's actions by the IRS.

They ran with various OTHER laws, piecemealing them together so they could skinny under the Constitution. The judicial system uses case law instead of common or Constitutional law and the citizen is unduly suppressed.
