Ships. The torpedos were fired from ships and subs. Japanese especially fired at long range from ships because their torpedos which had a range of around 25 miles would sometimes explode from the shock aof a bomb or artillery round hitting the ship. They wouldnoften jettison their torpedos at the outset of battle so their torpedoes whould not blow themselves up. Once in a while theynwould get lucky with their long range shots.

Just because something has a range capable, does not mean they were used routinely at that extended range. 22lr riffle round can often travel over a mile, but i would hardly shoot it at a target further out than 100 yrds.
