I read that if you mail something "certified", it goes through the United States Post Office.
If you send it REGIStered, it goes through the United States Postal Service.
Maybe your mail is handled differently by the USPO? Maybe not subject to such surveillance as the US Postal Service?

Well as I'm in England things are done little different here regards to mailing items.
What I was referring to was the massive amount of work that David W Miller & Russell's J Gould have done re the title 4 flag. Have you seen the video 'Last Flag Standing? π.
However I could be totally wrong 'cuz it was a long time ago I watched it all and I forget detailsπ.
