Just a guess here, but these kind of crimes of treason must be done via military tribunals, so justice can be served. If indictments come via the corrupt justice system they would overwhelm the courts for years and years. Their cannot be justice from corrupted judges, payouts, blackmail, etc would just continue.

The earlier trials were obviously guilty and they got off. Once found innocent, they are free & clear of the crimes they were tried for.

I'm suspecting only Mil Tribunals will bring justice

Perhaps he knows indictments would be a wasted shot. Even he got convictions through our corrupt justice system, the current regime could just pardon.
