What is the relevance of the number 17?
What becomes of a contract, and the authority it creates when more than a third of the signatories withdraw?
When does it become void? When a significant number withdraw, or when the contract is replaced by completely different contract written, and adopted fraudulently, by different and biased parties?
The southern states began withdrawing under Buchanan, with more than a third of the states withdrawing in 1861.
In my view, this is when the 1787 Constitution became void.

If you look at the actions taken by Lincoln, the 16th president, it appears that he had no regard for the Constitutional limits on his authority.
Perhaps, it is because he knew, as a whore lawyer for the money interests, the 1787 Constitution was no more.
Why would the Act of 1871 come along in the first place? To fill a void?
There were 14 presidents Before George Washington.
When Cyrus Griffin's term expired, no government formed a quorum for months before George Washington was inaugurated April 30, 1789.
There are many similarities between Abraham Lincoln and ObaMao.

There have been 16k+ books written idolizing Lincoln! Why? Must read: The Real Lincoln by Thomas J. DiLorenzo. He is an economist who disliked Lincoln for his "protectionism," but if the whore lawyer had been in power, today, he would be a globalist. His book relies on the scholarship of Lincoln worshipers, but he doesn't give Lincoln a pass in his book.
If you want to learn who really killed Lincoln, read, Pandora's Box, by Ms. Alex Christopher. Her book has been severely suppressed, but you can find it online in pdf.
