These have been in California for the longest time, typically poorly disguised as palm trees. They claim that it makes it look more like nature (nevermind the telephone polls, street signs, freeway signs, and other antennas that you see everywhere else if you're in a city). In the forest, they're hoping you just forget about it after seeing it enough times.
