Yes parental responsibility - not something the left is hot on, being they want big Gov mother, big Gov father...
The tranny population, and the twisted teachers supporting their agenda, want this because, then little boys, who have been conditioned to think they are girls, will not then ask questions like "Will I get a period", "Will I get pregnant?"
Because that would force the parents/teachers to have conversations that ends with "No you won't." to both.
God forbid the kid then questions the process their adults are putting them through.
