Of those, 5,965 were recommended for prison, but 39 percent — 2,353 cases — had their sentences reduced to probation. The worst judicial offender in 2019 was Ramsey County, where 51 percent of guideline-recommended prison sentences were reduced, the highest rate of any judicial district in the state."
