Just a random thought:

The busses that went on and off a few days ago at the capitol. What if there are indeed tribunals, could those busses carry people for jury-duty? (not sure if that applies with military tribunals. I'm from the NL) If so, many cases, so prob. many juries.
Some of the busses might even bring in defendants.

Anyways just a thought.

The judges are military officers and fulfill the role of jurors. Military tribunals are distinct from courts-martial.

They may need the buses for the large amount of people getting busted?
