Made me think of "C before D".
What is C-level management?
"C-suite" refers to the executive-level managers within a company. Common c-suite executives include chief executive officer (CEO), chief financial officer (CFO), chief operating officer (COO), and chief information officer (CIO).
What is a D-level manager?
D-level management: Directors in the various departments, such as Director of Sales, that report to the V-level managers. Think of directors such as HR, Marketing, Compliance, and Technology.

In this case, C before D would be like cutting off the head first, then going after the middle and lower level guys.
