Interesting photo. Those buildings look like a couple of ships in drydock. Building them elsewhere, floating them to Antarctica and the sliding or wheeling them to final location is prolly one of the best ways for building there.

They would be elevated like that because air conducts much less heat than water or ice so the air gap acts as insulation. They would continually melt deeper so it stops that too.
