Yes and no- Lincoln was approached the the Rothchild family and arranged to borrow money using people as collateral. Grant is the one that followed through on it, once Lincoln was assasinated.

Not that I am an expert, however, it's been my understanding that Lincoln turned down the central bankers and funded the war using the Green Backs. Bankers didn't appreciate it. We all know how that ended.
