For this reason I always assert, you must trust in God over any man or woman. Look at all sources and pray over it prior to accepting any truths. God reveals all.

The perspective of the photograph OP posted is from the inside of the fence wrapping the Capitol looking out towards public areas.

The image I'm posting was from this site and shows the perspective with the Capitol, troops, concrete blocks holding the fence in place. Razor wire is wrapped around top of fence in a loop. Common in MIL OPs.

I did, but there is no perspective referenced in relation to the Capitol. The image I posted has visual references and when zoomed in shows hardware on the correct side (where troops are standing) and the razor wire in place as you'd expect for a MIL OP.

Good refrence is also the conceret blocks which pin the fence down, match the backside of the fence which is internally facing the troops and not externally facing the public.

Had to put perspective in Google Earth to locate the eye level and direction of the initial images if you do not know the area very well.

The razor wire is on both sides as it loops around the top of the fence. The hardware is certianly on the inside perimiter of the fence. I am trying to find photos that showcase what you've posted as it would be a nice catch. So far, I cannot find any.

Not correct. According to other images with memes with the same tag. OP post is looking into the Capitol and the barb wire is installed facing outside where population would arrive. Second image posted was facing from inside the fence outward to general public.
