The Vatican is doing this primarily because since 1917 The Blessed Virgin Mary has been warning humanity in apparitions that if mankind does not turn away from sin and the demonic that it would bring about great Chastisements and Tribulation foretold in The Book of Revelation.

MOST IMPORTANTLY Mary warned that Satan would infiltrate the Catholic Church itself in the leadership of the Vatican - THIS IS THE PRIMARY reason they are issuing these "guidelines" in a preemptive attempt to undermine this warning of Satan in the Church leadership -

Jesus is God. God can take any form He wants, a flood, a fire, a man. He alone is the origin of life and the judge of death.
