If a shutdown were to happen, it would be or maybe more effective if it was via the people or entity outside the govt.
For if it is inside the govt. will only shut down what they consider "necessary" and is beneficial to [them].
A shut down (indirectly) described in the Declaration of Independence, my be better suited.
