What he was trying to suggest is that it you are an American enemy then that can be a danger but at least you know where you stand. But if you are a friend then the US will destroy you - not necessarily from malice but because of how America operates.
Recently, as you may know, Australia and China had a falling out. China stopped buying Australian barley but America was happy to sell American barley to China even though Australia is suppossed to be an American ally.
Even if you are a ‘friend’ of the US they will still stab you in the back if there is money involved.
