Pro-Ukraine certificate for travel within the EU

EU governments must introduce certificates of good conduct for people critical of Vladimir Putin and supporter of Ukrainian President Volodymyr Zelensky, roughly equivalent to current vaccine passports. The proposal was made on Friday by liberal politician and former chess champion Garri Kasparov during a meeting with Lithuanian MPs in Vilnius.

The new opinion cards are proposed to work similarly to current vaccine passes and offer several benefits to, among others, Russian oligarchs looking to speculate in European assets or travel within the EU during the ongoing crisis as many assets fall in price.

In addition to Kasparov, the proposal is supported by Mikhail Khodorkovsky, who attended the meeting via video link. Khodorkovsky is a high-profile former Russian oligarch who was arrested for tax crimes in Russia in the early 2000s.
