This was in 2019. He failed to arrest them and just let them continue what they had already been doing for five years. This is why the DPR and LPR militias were created and is what led to the Russian "denazification" operation. If Ukraine had enforced the Minsk peace agreements and left the people of east Ukraine alone the war never would have happened.
