The 8th beast is also the 5th beast in chapter 17 verse 10, which is the great Tribulation count down, and is as follows:

Which means and there are 7 presidents, 5 are retired, and one (Trump) is, and the other has yet come, and when he (Biden) comes, he will be president for a short time.
