Yes because I’ve lived on an active Pacific Ocean volcano for decades through many eruptions and some have done serious damage without loss of life but have never generated a tsunami. We have experienced several tsunamis generated by Alaskan and Chilean eruptions and one in 50 years did significant damage with loss of life. It is extremely rare but the drumbeat of prediction serves to terrify people about what might happen.
