He showed the tribunal 25 FBI internal memos, each bearing Comey’s initials, which directed regional supervisors to scour the streets of New Orleans, New York City, Philadelphia, Austin, and Los Angeles for “volunteers” to participate in the agency’s guillotine program. Comey in several documents admonished subordinates for not meeting the FBI’s quota.
