John Durham had been tapped by Rod Rosenstein to begin investigating the SpyGate-related leaking campaigns that were driving the Trump Russia Hoax in [checks card] April of 2017. By Feb. of 2018 Durham's leak investigation had led him to members of Congress who were working in coordination with others in the DOJ/FBI and the St. Dept. Either Durham or another US Attorney seated a grand jury that heard the evidence gathered to date and then issued subpoenas for the phone records and emails of the members of Congress who were suspected of leaking.
