He asked because he knew, just like many military and fire personnel who have trained in nuclear detonations knew. The basements were built with small nukes at the time they were built. The reasoning was to drop the building in it's own footprint to prevent collateral damage to surrounding infrastructure. Add nano thermite and squibs voila. Building 7 had a small rail system that was utilized to smuggle out the gold housed there. After it was clear, bam down it went.
