So what's the message here?

Having a criminal record means you're fair game to be executed in the street, in open daylight, with no due process, by the people that are meant to protect and serve?

I really cannot say what the intended message is by the maker of the meme, but the message I get is that these individuals invited bad karma into their lives and bad karma has tendency to revisit sometimes. Their bad karma that they brought into their lives did not make them martyrs, it made them criminals.
