This means, at anytime a doctor needs one for another patient willing to pay bucks, during a random procedure, he can declare you brain dead, "when your're not" and administor something that paralyzies you from moving, so he can can start cutting out your organs. Nurses would watch Doctors do this in NY and see tears stream down the faces of those who could not fight back to stop it. They killed them for their organs. Many nurses quit thier jobs over it.
