I don't think it always flies. I wonder if it might be taking on a second meaning, for the people missing in action, as the DUMBS have been cleaned out and lives are being rehabilitated for the survivors. ??

In the first photo you posted, the white seems to be more prominant than on the POW MIA flag. It's difficult to know, since it's blurry.
