I think the original point was to allocate funds for social workers to handle certain calls -- instead of the police --, not to stop paying the Police they need.
But once BLM and Antifa and the Media got in there--the police were truly defunded
On a side note, having a social worker turn up at a domestic abuse call is like waiting for someone to get killed--and if this did happen, Media and others would have covered that up.
