Flights already exist. A heavy ferry service would be much cheaper. No significant populations live at either end of the proposed tunnel. Both are inhospitable.

This sounds like a feel-good sound bite that no one will take seriously.

There are valuable resources in the area. If relations were normalized, exploration could happen to benefit both countries. (Or at lease big corporations in both countries.)
