They know who was impacted by this and they need to be careful about how this payment is administered. I was eligible for a payment from Hyundai for a recall settlement, I completed the paperwork, I received a letter I was approved, and then a month later I was informed something changed and I was no longer eligible. It turned out somebody else claimed that money but very few have the time and resources for the lawfare to fight this kind of deception.

My guess is a middleman type of person who is cut in on a fraud deal. Perhaps a way to avoid it is to register check those entitled to the payment, just do it, no middleman needed to "verify" since they already know who was impacted. If the victim does not receive the check than they can trace it and figure out who the middleman is.
