Remember Hope, Q said "First indictment" not "First arrest" and Q was referring to Sealed Indictments.
If a Federal Indictment then those can have up to 99 Individuals listed per.
When a Sealed Indictment is UNSEALED, all the individuals listed on that Federal Indictment are arrested at the same moment -
so the first arrest COULD BE up to 99 individuals arrested at the same instant.
