My take is this is a re-telling of prior events because war is not a something that is allowed under the terms of NESARA / GESARA.

It's hard to say when events are occurring, Debbie, especially whenever the Military is involved, because they cannot jeopardize Operational Security and report in real time for the sake of informing us, because that would be also informing the enemy who is actively listening, reading, watching. That risks lives.
NESARA-GESARA-TRUMPSARA, which is also a Military Operation, has not "officially" rolled out yet, although I believe it is all in progress behind the scenes.
Regarding Cartels, Gangs, and Criminals generally, they are not concerned about rules, including the rules of NESARA. That's why they are criminals. Cartels and some Gangs are also declared Terrorists, so to war against them is not to war against Nations, per se. They are Criminals and Terrorists. The AUMF of 2001 is not a Declaration Of War against any Nation, but it is a Declaration Of War against Terrorism.
I believe post-NESARA we will still be hunting Terrorists until all are eradicated.
