When a Sealed Federal Indictment is opened, just as when a Non-Sealed Indictment is issued 👉 that means ARRESTS ARE MADE.
Does that mean 23,000 individuals were just arrested? I say it's probably much more, because each Federal Indictment can list up to 99 individuals per. So, if just an average of say 3 individuals average per (totally hypothetical) then that's nearly 70,000 individuals who were just ARRESTED. If ~ 5 individuals average per (hypothetical), then closer to 100K perps just ARRESTED.
