#ChrisWhitty speaks in double dutch. Everything he says is a yes, a no, and a maybe.
What he is saying is bring them out of their home environment where the authorities have complete control over people who find it difficult to cope. There was a time when the reverse was said to be nore beneficial. Margaret Thatcher closed hostels and mental institutions, expecting schizophrenics to take their medicines at home. Some didn't, resulting in murder.
