Because in that comminity, islam is now the dominant population, and, like the mafia will put pressure and threat onto authorities (those that are not muslim) to allow this sign that the community has been conquered by islam.
This is no different than running an islamic flag up the gov offices flag pole.

However, I believe they work for the alliance of evil, not the tax payers.
