Before blaming the Secret Service for a security failure you need to realize that the building where the shooter was located was OUTSIDE of the PacMan security bubble. There was nothing the USSS could do to stop shooter. USSS Director Chetle made it clear it wasn't her fault.

But according to past agents (good ones) and others who know about security, they said the Secret Services would've visited the area ahead of time and looked from all angles at the possibility of emergency situations. And then they would've secured any of those areas -- including outside the gate of where the event would take place. Rooftops, especially, would've been covered. From that perspective, they failed completely.
