The gist of it is, making a computer recognize objects in an image is hard. Making a computer try really hard to recognize traffic participants and putting it in not-traffic will result in a lot of false positives.
What you see is a bunch of small-ish objects (gravestones) being recognized as small-ish traffic participants (small pedestrians) and sometimes other stuff. It keeps flickering, because it keeps trying to do a better job, and keeps failing, because the result makes no sense.
