At this point, the only scenario that makes sense to me is that we’re not done gathering intel on our enemies before the hammer drops.

I agree, it's like listening to a dripping tap some days.
We were never promised more than 40%. Perhaps we have reached the threshold? Anything more must be organic or remain secret??
The stop was put there for sanity, security and stability if you ask me...
It could be possible that the only time mil will step in, if ever, is if the evil ones play their scorched earth card. Not a moment sooner.
With people making headway, the need for mil intervention reduces.
