The flock reacts out of fear of the dogs.
The dogs work due to their obedience to the handler.
Well trained dogs do nothing outside the command of the handler.

The flock is being controlled by the dogs who are being controlled by a handler...the other part is who/what controls the handlers actions.

In this case it's the objective and rules of the sport (game) which is to get the flock into the circle without touching them.
