As much as I would like this to be true; I highly doubt this has anything to do with a new power system.
Those look just like normal power line poles. They are running directly along side the old poles. The pullies are there to drag the new cables (or some of the old) up to the new poles. There would be no need for pullies if the system were wireless. There would be no need for the poles to be so close together if it were wireless (and was an improvement).
RCJ has been a wonderful, on-site reporter but this is pure speculation without any technical experience. Sorry.
