If you want to stop mass shootings, you would make such a failure to report by a mental health professional a criminal liability associated with the murders. If the psychiatrist/therapist does not report the individual for mental illness treatment - leading to the acquisition and use of guns to kill - the psychiatrist should go to prison. That would immediately end this constant "failure" to report. But somehow I believe this has nothing to do with a failure at all. This is an intentional desire to see Americans murdered to advance red flag laws.
