Yes, and be immediately be triedin a miliary tribunal. All jail sentences for minor, victimless crimes should be served locally and either be fined, made to pay restitution, serve time on chaingangs or all four. Those committing the most egregious crimes should be sentenced to restitution, fine and be sentenced to hard labor.
